What if there was a “renew account” button and you would have to get approval from a parent and you would also get an email when subscriptions will get canceld

Removal of accounts from chats...
Remove accounts from chats that have “Left Recess” or something of the sort, unless it says “temporary”. You can rejoin chats though.

Why would we need to do this? Would we not want people to be able to come back in the future and rejoin?

As I said, you can rejoin. We might want this to make it less confusing (e.g. this person is still on Recess?)
