ping everyone in a chat for important things

the ability to @ everyone in a chat for important things

in community channels it would ping people who are online

in private chats it pings EVERYONE

this would be for important things, the kind of stuff you manually ping all chat members for

also just disable it in the general channel, and guides could add a tag to a chat making it impossible to do in that chat, or set a person that they cant do it either in general channels a specific channel or ALL CHANNELS (punishment structure would be: first offence, warning. second: lose for that channel. third: lose for all) (temporary, but the time you have it on you resets to the max when you do it again)
